House of Representatives yesterday passed a resolution for the National Assembly to take over the Kogi State House of Assembly over the lingering crisis in the state.
The resolution was based on the recommendations of the10-man delegation set up by the House.
Nigerian Pilot recalls that the crisis was occasioned by the unceremonious impeachment of the Speaker, Hon. Momoh Jimoh-Lawal.
However, in a bid to resolve the crisis, the House set up the 10-man delegation on a fact finding mission to the state.
On Wednesday’s plenary, the House declared as “unconstitutional and illegal” the action of the five lawmakers who purportedly impeached the Speaker.
The resolution is though subject to the concurrence of the Senate for it to have effect. The House also directed the Inspector-General of Police, IGP Solomon Arase to seal off the state Assembly premises until the National Assembly deems it fit to reopen it.
Section 11 (4) of the House rule provides that “at any time when any House of Assembly of a State is unable to perform its functions by reason of the situation prevailing in the state, the National Assembly may make such laws for the peace, order and good governance of that state with respect to matters on which a House of Assembly may make laws as may appear to the National Assembly to be necessary or expedient until such time as the House of Assembly is able to resume its functions…..”.
In its report adopted by the House, the delegation led by the Deputy Majority Whip of the House, Hon. Pally Iriase, said it found out that the House of Assembly had been under lock and key since the suspension of plenary on February 15, 2016 as none of the feuding groups had been able to hold any form of meeting in the chamber.
According to its report, “There is palpable tension and apprehension of possible security breach which if not handled with care because of ethnic distrust nature of the state as confirmed by security reports and is further exacerbated by the unsettled matters arising from the governorship election.
“The division in Kogi State cuts across party line and it is prone to violence and insecurity and that Jomoh-Lawal deliberately misled his group of 15 members into avoidable collision with the governor of the state”.
