Governor Ifeanyi Ugwuanyi of Enugu State has charged participants in the State Budgets Review exercise to formulate workable plans for aggressive internal revenue generation to reduce the State’s over dependence on federal allocation.
The Governor has upon assumption of office, embarked on the review of the state’s 2015 budget to reflect the prevailing economic circumstances and contemporary realities in tune with the policy thrust of government.
In an address read on his behalf by his Deputy, Mrs. Cecilia Ezeilo on the occasion of the State’s review of 2014 budget and mid-year review of 2015 budget in Enugu added that the exercise formed an integral part of good governance and offered the chance to account for what has been done so far by government with the revised budget in terms of incomes and expenditures with a view to overcoming obstacles.
His charge “I urge you all to declare freely your achievements and challenges in this regard; compare notes and reflect best strategies for the successful implementation of the remaining aspect of the 2015 budget”.
According to the Governor, the state 2015 budget tagged, ”Budget of Transition”, was brought into effect by the preceding administration but would be completed by his administration.
Its main objective was the completion of ongoing projects initiated by the last administration as well as generation of internal revenue.
Earlier in an address, the Special Assistant to the Governor on budget, Mr. Uche Ogbodo, observed that the review would provide the platform for peer review and experiencing intercourse of ideas for delivery on the goals of the present administration as encapsulated in the new 4-Point Agenda of government.
He added that the performance review of budget ensures sound financial management, transparency and accountability, stressing that the outcome of the review would guarantee the sustainability of the regime of fiscal discipline, allocation efficiency and service delivery.
He expressed satisfaction with the 2014 budget in its full year term saying it had not performed poorly in its implementation.
The two-day review exercise was organized for Chief Executives of Ministries, Departments and Agencies in the State as part of the Financial Management Reforms that have been institutionalised in the State.
