chimeEnugu State Governor, Sullivan Chime at Wednesday’s valedictory session of the State Executive Council, SEC, awarded contracts worth N23billion for roads and other projects.
Nigerian Pilot gathered that the contract sum covers some road projects which have been executed and paid for by the state government.
Although the last SEC meeting ended without the usual press briefing by the Commissioner for Information, Chuks Ugwoke, inside sources confirmed that the N23billion contracts were approved by the government.
According to a source close to the Lion Building (Government House), the contract caused an altercation between Governor Chime and Commissioner for Works, Goddy Madueke, at the meeting inside the Exco Chambers.
Before the award of any contract, the commissioner in charge of the project presents a memo to the Exco. But for the controversial N23billion contracts, the governor awarded the contracts without the Exco’s approval, the source alleged.
It was further gathered that a mild drama ensued at the chambers when the governor told works commissioner to present the memo on the N23billion road projects for the Exco to give approval.
Since some of the contracts were already executed and payment made, the governor scolded Madueke for delaying the presentation.
Madueke was said to have replied that he acted on his instruction, adding that when he wanted to present the memo earlier, the governor told him not to go ahead.
The source said it was at this point that there was an altercation between Chime and Madueke who reportedly broke down and wept.
The source also disclosed that it took the intervention of other commissioners to calm Madueke when he broke down in front of everybody for being scolded by his principal.
When contacted to confirm the Exco approval of the N23billion road contracts, Ugwoke said they couldn’t have done such a thing.
“You know it was our last Exco and we didn’t feel like addressing any press conference. “The governor-elect was also there. What happened was that commissioners were asked to present what they did. I did my own presentation earlier.
“Yesterday (Wednesday), it was the turn of my colleague in Works. He presented contracts that were awarded and not completed. He presented those that were awarded and completed. He was asked why he did not present it to Exco. That was all. There was no altercation. He did not cry. You have his number; you can call him and find out.” Ugwoke said.
