Northern Youth Assembly NYA Zamfara State Branch has lambasted the administration of Governor Abdulazeez Yari over they described the Governor to come out and declare the stand of the state revenue collection for the year 2015 as a means of probing his administration’s pronouncements that the performance of the 2015 budget has reached 75%.
Chairman of the group Malam Munnir Haidara Kaura declared this in a press statement issued to newsmen in Gusau yesterday and made available to Nigerian Pilot.
The Group Chairman noted that, based on the independent analysis made by sister platform working on budget, Zamfara State Budget Working group, the performance of Zamfara 2015 budget is just 26% as against the 75% figure mentioned by the governor during the 2016 budget speech before the floor of the house on February 10th this year.
Haidara who decried at the attitude of the present administration for declining fund release to MDA’s noted that critical sectors such as education, agriculture, environment and solid minerals have not received reasonable amount for implementation of capital component of their 2015 budget adding that has affected the expected service delivery of the MDA’s.
He equally mentioned that, apart from procurement of fertilizer, no single capital component of the budget of ministry of agriculture received a release. He said sensitive sub-heads like irrigation, Federal government Agricultural Development Programmes, Fadama 111, CSDP, state Fertilizer blending company and even World Bank grant have not been accessed simply because of the lack of release.
He further regretted that, apart from feeding all the important sub-sectors of the ministry of education received zero release in 2015 adding that, Nomadic Education Board, Female Education board, science and technical education, women continued education among many other important sub-heads did not receive funds in the 2015.
On the 2016 appropriation bill presented before the state house of assembly the chairman noted that, it is irrational for the government to increase the state budget by 20.8% when the actual performance of the previous budget is less than 30%, adding that, the governor should make his 2015 revenue collection public so that, citizens could verify the authenticity of the government projection of the budget performance.
He stressed that apart from the CBN grant of 20b intended to be secured by the governor in his supplementary budget proposal October last year, he has signed in to law a revenue projection of 51.2 billion naira which up to now the citizens are kept at the dark on the actual % of the revenue collection,
Haidara on behalf of the group urged the governor and indeed the legislatures to reduce the size of the 2016 appropriation bill by 35% to make it a realistic proposal and urged members of the state assembly to carefully scrutinise the bill before passing it.
