.. insist that 2016 budget did not capture rail project

House of Representatives yesterday clarified that the Lagos- Calabar rail
line was not included in the budget document as submitted to it by the
Presidency.

The lower chamber, however, accused the Minister of Transport, Chibuike
Rotimi Amaechi of attempting to smuggle in the rail project in the budget.

Chairman of the House Committee on Media and Public Affairs, Hon. Abdurazak
Namdas stated this while clearing the air on the controversy trailing the
2016 budget.

Namdas said thatAmaechi met with the committee chairmen of Land Transport
of both chambers with the intension of including the rail project in the
budget.

He recalled that the budget was presented by President Muhammadu Buhari to
a joint session of the National Assembly on December 22, 2015 and had
nothing like Calabar-Lagos rail project in it.

He said that there was no way that the National Assembly could have removed
the said item from the budget, adding that it was  on record that some
people tampered with the budget.

The lawmaker hinted that the National Assembly receives budget from the
Presidency and not the from the minister.

The House spokesman further informed that the 8th National Assembly had a
legislative agenda that was in tandem with President Buhari’s agenda.

Namdas informed that the House had not received the budget document back
from the Presidency.

According to him, “The media is awashed  with stories that the National
Assembly removed the Lagos-Calabar rail line from the budget.

“We could not have removed what was not included in the budget.

“By law, nobody is allowed to bring any proposal other that the president”.
