Ministry of Environment has stopped the distribution of Clean Cook Stove over its dissatisfaction with the quantity distributed so far by the contractor.
Permanent Secretary of the Ministry, Mrs. Nana Fatimah Mede announced this yesterday during a press briefing to commemorate World Environment Day, WED scheduled for June 5.
According to her, the firm handling the contract has a partnership with the German manufacturers of clean stoves, adding that the contract was duly awarded and vetted by Federal Ministry of Justice.
Mede explained that in line with the Due Process Act, the sum of 15 percent was given to the contractor.
Explaining why money released for the project was yet to be used, Mede said: “After that, the sum of N5 billion was released to the ministry by the former President and directed that the money should be given in installment so that was why and 15 percent of the money amounting to N1.3 billion was given to the contractor leaving the balance of N3.7 billion in the ministry’s account.
“The supplies were made and we assumed that as he completes the supply of the 15 percent we will begin to pay on certificate as it was directed but unfortunately as to why we are keeping the money because there were no subsequent certificate issued for the visional supply after the 15 percent was paid to him; so the money is with the ministry of environment.
“The contractor has supplied some and the then minister went to the velodrome of the National Stadium to inspect the ones supplied.
“The project was supposed to last for three months, which has elapsed and we have paid him the 15 percent since February 2015.”
The Permanent Secretary expressed dissatisfaction over the supply, adding that the quantity supplied was not complete.
“To us we did not think the clean cook stoves were up to the 15 percent that was paid to him and we wrote to him to allow us to go there to count physically what is there. Until we count and discover that he has supplied the 15 percent, because we told him to secure the 15 percent with the bank.”
