A House of Representatives panel, investigating alleged under-hand dealings in the $470 million contract for the provision of Closed Circuit Television (CCTV) in Abuja and Lagos, has summoned the National Security Adviser (NSA), retired General Babagana Monguno, finance minister Kemi Adeosun and CBN governor Godwin Emefiele over the matter.
Also invited are Inspector-General of Police, Solomon Arase, Lagos State governor Akinwunmi Ambode, FCT minister, Mohammed Musa Bello, minister of interior, rtd General Abdulrahman Dambazau, minister of communications, Adebayo Shittu and executive vice chairman of the Nigeria Communications Commission (NCC) Garba Dambatta.
The CCTV contract was awarded to ZTE Corporation, a Chinese company, during the former president Goodluck Jonathan administration for the purpose of security in Abuja and Lagos. But it was said not to have been done properly up to the end of the last administration.
Although the 7th House had commenced investigation on the matter, it could not complete work on it. The current investigation was sequel to a motion adopted by the House on the matter late last year.
The ad-hoc committee investigating the matter headed by Rep Ahmed Yarima (APC, Bauchi) also invited ZTE Corporation of China and its MD in Nigeria, Nigeria Communications Satellite (NIGCOMSAT), BC-TEC Engineering, NETLINK Broadband Networks Limited, OPEN SKYS Services Limited, LTS Security and Communication Limited, DG Debt Management Office (DMO), FIRS chairman, Registrar General of the Corporate Affairs Commission (CAC) and the DG Bureau for Public Procurement (BPP).
Two former ministers of police affairs Malam Adamu Maina Waziri and Dr Ibrahim Lame as well as two ex-permanent secretaries in the ministry Dr Tukur Ingawa and Bukar Goni Aji with ex-project officer in the ministry Mrs Hannatu Batagarawa were also invited.
All those summoned are to explain their roles in the contract and why it failed to be executed. They are to appear before the committee next week. Rep Yarima said their mission was to recover public funds and that anybody involved would be brought to book.
