There were shock waves around the country yesterday, following the startling revelation that the Acting Director-General of the Department of State Services, DSS, Lawal Musa Daura, is a card-carrying member of the All Progressives Congress, APC.
He also served as a member of President Buhari Presidential Campaign Organisation and Chaired the Committee on Intelligence.
This was also confirmed by Alhaji Lai Mohammed, APC National Publicity Secretary, in a statement he issued to newsmen last night.
Daura was appointed on July 2, 2015 by President Buhari, first as substantive DG to replace Mr. Ita Ekpenyong, but later it was announced that he would act in that capacity pending the appointment of a substantive Director-General, in a statement which was issued by the Head of Service, Danladi Kefas.
The first announcement by Kifasi, said President Buhari appointed “Lawal Musa Daura as the new Director-General, Department of State Security Services”.
The statement, signed by Haruna Imrana, for the Head of Service, declared Daura’s appointment was with “immediate effect.”
However, the Head of Service issued a second statement same day amid controversy over the appointment, after it became clear that the president recalled Mr. Daura, his kinsman, from retirement, ahead of other qualified personnel still in the service.
“President Muhamadu Buhari has appointed Lawal Musa Daura as the new Acting Director-General of the Department of State Security Service,” the statement said.
Neither statement acknowledged that Mr. Daura left the service in 2013 before his appointment.
Since his appointment, there have been several criticisms against his choice by the President, including the fact that his appointment was contrary to laid down procedures.
The Peoples Democratic Party, PDP on Thursday, July 16, alleged that Daura was interfering with electoral matters currently before some election petitions tribunals.
It further alleged that Daura had even invited some security chiefs and members of election petitions tribunals with the aim of interrogating them.
PDP National Publicity Secretary, Chief Olisa Metuh, stated this at a press briefing in Abuja.
And yesterday, the PDP again made further startling revelations, alleging that the Acting DG was not only a card-carrying member of the ruling APC, but indeed headed the Intelligence Sub-Committee of the Muhammadu Buhari Presidential Campaign Organisation.
The allegation was made by the Acting National Chairman of PDP, Prince Uche Secondus, at a press conference held at the party’s National Secretariat, Abuja, shortly after the weekly National Working Committee, NWC meeting of the party.
He also claimed that the DSS has been harassing members of the PDP, especially in Rivers and Akwa Ibom states since Daura assumed office.
Secondus said: “We want to bring to the attention of Nigerians and the international community that we have observed that the Federal Government and the APC, especially the Department of State Services over the past months have continued to harass members of our party especially in Akwa Ibom and Rivers states where the Independent national Electoral Commission, INEC staff have been detained, coaxed and harassed to write reports on electoral matters pending in tribunals.”
PDP threatened that “if they don’t stop, it will end in total breakdown of law and order.”
According to Secondus, the harassment may not be unconnected to the link between the APC and Acting Director-General of the DSS.
He called for DG’s sack to pave way for the emergence of a neutral person to take charge of the security agency.
“The DG of the DSS is a member of the APC and was Director of Intelligence Committee of APC during the campaign.
“President Buhari should review the appointment. He is partial and partisan,” he said.
The party also reinstated its earlier call for the removal of the Acting Chairman of INEC, Hajia Amina Bala Zakari, stressing that she cannot be fair to all political parties during elections.
Mr. Daura was born in Daura, Katsina State, and was at one time the Deputy Director Presidential Communication, Command and Control Centre at the Presidential Villa, Abuja between 2003 and 2007.
He also served as the State Director of State Security Service at various times in Kano, Sokoto, Edo, Lagos, Osun and Imo states.

APC confirms Daura’s membership of party
In a reaction, Lai Mohammed confirmed that Daura is a member of APC.
His words: “We clearly understand the frustration of the PDP and honestly sympathise with them. In less than two months, President Buhari’s administration is such a roaring success and the “President’s popularity is growing daily that the PDP has to fabricate stories aimed at discrediting the APC-led government.
“Unfortunately, Nigerians are not falling for the gimmick. Nigerians are seeing concrete evidence of good governance including but not limited to improved power supply, transparency in governance, re-admission into the comity of civilised nations and new pride and confidence in being a Nigerian.
“If the PDP wants they can hold 10 press conferences a day, as long as the President continues to justify the expectations of Nigerians, their press conferences will only serve as entertainment to relieve boredom.
“Of what relevance is whether the present DG of SSS was a member or not of Buhari’s Campaign Committee? Was he a serving officer then? How does being the Chairman of Buhari’s Intelligence Committee disqualify him from being the DG DSS?” Mohammed queried.
