One of the speakership aspirants in the House of Representatives, Hon. Abdulmumin Jibrin, has promised to give new members-elect 75% of the committee positions if elected Speaker.
Jibrin is one of the six aspirants seeking to replace Hon. Aminu Tambuwal as the next Speaker in the 8th Assembly. He is the member representing Bebeji/Jiru Federal Constituency in the lower chamber under the platform of the All Progressives Congress, APC.
Other aspirants are: the Minority Leader, Hon Femi Gbajabiamila (APC, Lagos); Hon. Yakubu Dogara (APC, Bauchi); Hon. Pally Iriase (APC, Edo); Burka Goni (APC, Yobe) and Hon. Tahir Monguno (APC, Borno).
The lawmaker, who is currently the House Committee Chairman on Finance, is believed to have the strong backing of the governor of Kano state, Rabiu Musa Kwankwaso.
The Nigerian Pilot Sunday reliably gathered that it was through the influence of Kwankwaso that Jibrin was made the House Finance Chairman in 2011 as a first term member.
In a letter written to the members-elect and made available to this paper, Jibrin said if elected Speaker, 75% of the committee positions allocated to each state will go to “first term members”.
He vowed to take such drastic decision even if it means stepping on toes.
“You will recall that I have earlier written you to intimate you of my intention to contest the position of Speaker of the 8th Assembly.
“The focus of this letter is to give some details of the special attention I intend to give to you, first term members. I have carefully observed that all other aspirants have shown little attention to this new group of dynamic incoming members.
“To this end, if you elect me Speaker, I pledge to hand over 75% of the total positions (Committee Chairs and Deputies) in the House to first term members.
“It means 75% of the positions allocated to each state will go to first term members. To do this, I will have to step on toes. But if this will usher in the change and fresh ideas we crave for our dear country, so be it,” the letter read in part.
The aspirant said his agenda will include zero tolerance for corruption, transparency in legislative business, increase productivity and capacity building, continuity in legislative business as well as a special attention to first term members.
He pointed out that he will deepen the change by effectively integrating them into the activities of the House, share experience with them and discuss their welfare.
Jibrin said he has what it takes to lead the 8th Assembly and promised to be a de-tribalised Speaker.
According to the letter, “Most of you are coming in with family and need to quickly settle down to the task ahead, but most importantly put you in position of authority to bring in your fresh ideas and expertise in running the activities of the House.
“You have the numerical strength. Do not waste it. You have what it takes to decide the kind of leadership we should have in the 8th Assembly. Do not allow yourselves to be relegated to the background.
“Do not allow yourselves to be used only as numbers to be counted in votes for aspirants that do not appreciate your individual potentials and your fresh ideas. I urge you to unite and take charge! We are all equals!
“In me, Hon Abdulmumin Jibrin you have an ally that will lead the 8th Assembly and usher in a new dispensation of change. I will not be the Speaker of South-South, East or West neither will I be the Speaker of North-Central, East or West but your Speaker, the Speaker of the House of Representatives of Nigeria!
“Finally, my dear colleagues, when we form the new leadership of the 8th Assembly, it is important we immortalise the patriotism of the present Speaker, Rt. Hon. Aminu Waziri Tambuwal, his Deputy Rt. Hon. Emeka Ihedioha and all other principal officers of the 7th Assembly.
“I believe this will encourage future leaders of the House to stand for the truth at all times and place country above self. I thank you very much for your support as always.”
